Michael’s career is remarkable for its sheer range of experience, encompassing service to clients of every size and maturity across multiple industries and sectors. Throughout its 30-year span, he has embraced intense and fruitful collaboration with clients and colleagues alike.

His clientele is drawn from a surprising variety of industries, including manufacturing, entertainment, IT, software development, energy, healthcare, biotech and nonprofit. He has helped some of the largest, most consequential companies in these sectors maximize efficiency and cut costs by redesigning and streamlining their legacy immigration programs.

Prior to joining Fragomen, Michael was trained in immigration law as a trial attorney for the former Immigration & Naturalization Service in the Los Angeles District, where he developed an attention to detail and a willingness to get “in the weeds” of specific immigration cases.

Today, his small- and mid-sized clients rely on these virtues when they engage Michael as a program and policy advisor. He derives special satisfaction from helping these clients advance their business objectives and growth through innovative immigration policies, which he designs in close collaboration with Fragomen’s technology, government relations, internal audit and consular service providers.

Michael is an integral member of the Los Angeles office’s Chinese Private Client Practice, which helps self-sponsored immigrants secure permanent residence through the extraordinary ability and national interest waiver categories.

While Michael has faced nearly every immigration challenge imaginable over the course of his career, his variety of experience is united by a desire to help individual employees achieve, in some small part, the American dream. Unsurprisingly, he has embraced multiple pro bono causes and projects:

  • He saved a single mother and her children from deportation after they were brought to the United States by the children’s father and were subsequently abandoned by him.
  • He secured, in a proceeding before the Los Angeles Immigration Court, asylum for an unaccompanied teenage girl fleeing Guatemala.
  • He has helped conduct credible fear interviews for detainees in the South Texas Family Residential Center in Dilley, Texas.
  • He has participated in a variety of naturalization and work permit clinics.

Michael speaks English, French and Spanish.

Experience

Represents one of the world’s largest technology companies (focused on the company’s technology solutions business, which provides business products including storage and servers, managed services and software); a “Big Four” international accountancy and professional services firm; the world’s largest financial services company and bank; and the largest independent biotechnology company.

Represented a large hotel chain before the Administrative Law Judge of the Department of Justice, Executive Office for Immigration Review, Office of the Chief Administrative Hearing Officer (OCAHO) on an employer sanctions matter.

Was the sole counsel representing a large computer company on a widely cited case decided by the Board of Alien Labor Certification Appeals, which held that the Department of Labor wrongfully denied the employer’s Reduction in Recruitment labor certification cases outright, rather remanding the cases for continuation under traditional processing. The Board’s ruling subsequently applied to all such cases filed by U.S. employers.

Represented three separate foreign aerospace companies, from Italy, Korea and Taiwan, and successfully registered each company for Treaty Investor/Trader status, enabling each company to partner with various U.S. aerospace companies in order to transfer large numbers of employees to the U.S. for technology transfer. He has also represented individuals and small companies in qualifying for Treaty Investor/Trader status.
