David is a Senior Associate and Korea Desk Practice Leader based in Fragomen’s Houston office. He advises multinational companies, corporate executives and foreign nationals on a broad range of U.S. business immigration matters, with particular experience supporting Korean companies with establishing, expanding and managing operations in the U.S.
David counsels clients on nonimmigrant visas, including E-1, E-2, L-1, H-1B, TN, O-1 and B-1 matters, as well as immigrant visa and permanent residence processes, including PERM labor certification, EB-1 for individuals of extraordinary ability and outstanding researchers, EB-1C multinational managers and executives, EB-2 national interest waivers, family-based petitions and adjustment of status. He also advises corporate clients on immigration strategy and compliance, including workforce mobility planning and the immigration implications of corporate restructurings and changes in employment.
Drawing on extensive experience with national immigration law firms and as a co-founder of an immigration practice, David has represented domestic and international companies across a broad range of industries, including technology, oil and gas, manufacturing, financial services, construction and professional services. His work spans clients from Fortune 100 corporations to emerging startups and he is known for delivering practical, business-focused immigration strategies through a thoughtful, tailored approach that reflects each client’s operations and workforce needs.

Served as a Visiting Scholar and Adjunct Professor at Handong International Law School in South Korea from June to December 2012.
Co-authored the Korean-language legal textbook Liberty, Justice, Peace, and Law on This Earth and translated English-language legal books into Korean for publication.
