Kathy has spent her career representing companies at the intersection of technology and the fundamentals of modern life—work, entertainment and transportation. Today, she leads Fragomen teams engaging with two of the firm’s most significant clients: global high-tech innovators that boast a worldwide presence, employees in dozens of countries and robust attention from thousands of recruits worldwide.

Kathy focuses on building immigration policies and programs for these clients from the ground up and ensuring their systems remain fine-tuned and efficacious once they are in place. She strives to streamline complicated processes—creating simple, transparent systems that minimize client effort and expense while maximizing transparency and choice. Key to her success is a deep understanding of technology—both her clients’ and Fragomen’s.

As a member of Fragomen’s technology committee, Kathy helps shape the direction and implementation of the firm’s renowned immigration management platforms and applications; as long-time counsel to clients at the apex of the technology industry, she is entrusted with building solutions that are integrated with the unique, home-grown systems her clients use to manage employee movement.

This synergy between client and counselor delivers extraordinary success for thousands of employees each year—and produces intelligent, responsive systems that improve over time and in response to crises.

As a case in point, her clients relied on her experiences and knowledge to identify, locate and develop immigration options for employees threatened by the ongoing conflicts in Ukraine and Gaza—an effort made possible by her team’s deep integration within client systems.

The daughter of Cambodian immigrants, Kathy’s practice is dedicated to the immigration system that offered her family safety and opportunity in a new home. She derives enduring satisfaction from the individual success stories of her clients’ employees as they move through the immigration process.

Kathy leverages her close relationship with clients to support their pro bono activities, including workshops to support refugees, secure temporary protected status for immigrants and support for Deferred Action for Childhood Arrivals (DACA) cases. She provides pro bono legal services through Kids in Need of Defense and has also assisted clients with VAWA cases through the Public Law Center and Catholic Charities.

Before joining Fragomen, Kathy worked in-house at a renewable energy company supporting immigration matters. While in law school, she was an active member of UC Hastings’ Women’s Law Journal.

Kathy speaks English and Khmer.
