About East Timor

Whether your company is sending employees to Timor-Leste or expanding your worldwide footprint—Fragomen is here to help. Our experienced immigration professionals partner with businesses of all sizes to develop immigration strategies that can help you achieve your goals.

  • The Timor-Leste Immigration System offers several visa options for foreign nationals seeking entry based on their purpose of entry. These include the following categories: Courtesy Visa, Transit Visa, Tourist Visa, Airport Stopover Visa, Working Visa, Business Visa (Class I and Class II), Temporary Stay Visa, and Residence Visa. The specific requirements, processing times, employment eligibility, and benefits for accompanying family members vary depending on the type of visa or permit.
  • Business visitors can enter Timor-Leste using a Tourist Visa or a Business Visa (Class I). The Tourist Visa is intended for foreign nationals traveling for tourism purposes and does not permit professional activities. It is valid for 30 days and can be extended once for an additional 30 days, allowing a single entry unless the traveler is visiting or departing from Oe-Cusse Ambeno, in which case multiple entries are permitted. Foreign nationals from the European Union, Iceland, Norway, Switzerland, and Liechtenstein entering with a visa waiver may stay for a maximum of 90 days.
  • The Business Visa (Class I) is designed for foreign nationals entering Timor-Leste for business or investment prospecting purposes, such as attending business meetings, negotiations, or conferences. This visa is valid for up to 60 days and allows multiple entries, but is non-renewable. For those intending to establish a long-term business presence, including engaging in production, distribution, or the sale of goods and services as a shareholder or administrator of a registered company, a Business Visa (Class II) is required. This applies to individuals planning to stay in Timor-Leste for more than 183 days per year.
  • Foreign nationals intending to work in Timor-Leste under an employment contract or through the provision of services must apply for a Work Visa. The Work Visa process involves a two-step approval, first requiring authorization from the General Inspectorate of Work (IGT) before issuance by the Migration Service of the Ministry of Interior. This visa is valid for one year and is renewable for equal periods.

Fragomen can also consult on citizenship matters and, as permitted within the confines of local law, may be able to offer citizenship assistance.
