- Rwanda's immigration system provides several options for employers of foreign nationals. Requirements, processing times, employment eligibility and benefits for accompanying family members vary by permit type. Business visitors to Rwanda generally require a Class V6 visa, valid for 90 days, renewable once.
- A Class R Special Pass temporary residence permit is required for short-term work and allows employment for up to 90 days with multiple entries. The Class R Special Pass can only be extended in exceptional circumstances at the discretion of the immigration department.
- Foreign nationals intending to work in Rwanda for over 90 days must obtain either an H1 or H2 temporary residence permit, depending on the classification of their work activity. If the foreign national's work activity is on the Occupations Demands List, an H1 permit (valid for three years) is required; if the work activity is not listed on the Occupations Demands List, an H2 permit (valid for two years) suffices.
- Foreign nationals planning to work for an International Non-Governmental Organization (INGO) that operates in Rwanda require an N2 permit. The foreign national's skills must be listed on the Occupations Demands List or the employer must first conduct a labor market test. The N2 permit is valid for 3 years if the occupation is listed on the Occupations Demand List and 2 years (renewable) if not listed.
