Business visitors use the Business Visa, usually issued for single or multiple entries, and for varying validities, depending on nationality and at the discretion of the authorities. Work permit exemptions for up to 90 days are available for work in certain industries (including: information and communication, finance and insurance, and power, gas, steam and artificial atmosphere supply industries) and for branch managers and deputy managers. Even if work permit exempt, foreign nationals will still require an entry visa and registration with the State Migration Service.

Foreign nationals seeking to work in Azerbaijan for a longer duration or outside the scope of the exemptions must obtain a Work and Temporary Residence Permit, issued for one year or for the employment duration, whichever is shorter.

The authorities have considerable discretion in Azerbaijan. Nationals of China, India, Iran, Pakistan, Sri Lanka, Turkmenistan, and Vietnam, among others, may experience significantly longer processing times and/or refusals.
