Established companies in Qatar need to ensure they adhere to the terms and conditions of their Trade Licence and Commercial Registration. We can help clients procure the required documents and ensure that they remain in compliance from a corporate perspective.
Living in Qatar as an expat can be challenging if someone is not familiar with the culture and common practices. In addition to immigration support, Fragomen can help foreign nationals with driver’s licences, amending passports, health cards, liquor licences and other items that can make living in Qatar comfortable.
Setting up a company in Qatar can be a complex affair, especially for foreign business with little to no experience of the Middle East. The different legal jurisdictions in Qatar and the processes involved can be overwhelming. We can guide foreign companies setting up in Qatar on issues such as the regulatory framework for each jurisdiction within Qatar, documentary requirements such as Qatar trade licenses, the Wage Protection System (WPS) and the impact of how setting up in various jurisdictions affects the immigration process.
Our dedicated compliance team conducts internal compliance reviews and audits for companies, which includes reviewing select files to confirm they meet compliance standards in Qatar. We then provide subsequent recommendations for any necessary process changes or corrective actions.
We provide guidance and consultations for strategic immigration matters in Qatar such as ramp ups of employee numbers, planning for quotas, mergers and acquisitions, and compliance of short-term workers and visitors. For example, we are currently working with clients on advanced immigration planning for the 2022 FIFA World Cup. We take a holistic view of the company’s position and discuss the business’ future talent needs. We use our understanding of the business and regulatory landscape in Qatar to best meet business requirements.
Our experienced professionals work directly with clients in Qatar to help them obtain and maintain legal status for foreign nationals, including employment and residence permits, temporary work visas and family visas. In addition, we assist with de-registration and immigration amendments to help clients comply with local immigration requirements in Qatar. Transactional support includes partnering with clients to prepare and file applications for free zone and mainland employment residence permits, non-sponsored labour cards, dependent residence permits, Qatar ID cards, Ministry of Foreign Affairs (MOFA) attestations/legalizations, business visitor visas, free zone access cards, security passes and pension authority registrations.
Fragomen’s fixed transactional fees include a range of benefits for which other firms charge significant fees. For example, our clients have access to Fragomen’s proprietary worldwide case management portal, which allows authorized stakeholders and assignees within their company to track cases in progress, current status, and critical expiration dates. Clients also have access to Qatar and worldwide immigration alerts on changing legislation.
In partnership with other Fragomen offices worldwide, we can procure and authenticate documents where official documents need to be obtained and/or copies certified as true copies for a range of immigration applications; for example, police clearance certificates, birth certificates, academic records etc. In providing document services for clients, we work with both Qatari authorities and foreign missions based in Qatar. In addition, we can coordinate with certified translators to obtain sworn translations where these are required for immigration-related applications.
Fragomen provides consular support at diplomatic missions in Qatar, and, where possible, prepares applications for the submission at Qatari diplomatic missions abroad.
We provide full support to dependents in relation to immigration processes in Qatar. Specifically, we guide assignees on the optimum immigration strategies for accompanying dependents, partnering closely with them and their dependents to prepare all required documentation for timely application processing in Qatar, and to help them maintain compliance with immigration process requirements in Qatar for the duration of their stay. In addition, we assist with renewals and/or changes to dependent immigration status along with helping female dependents procure Labor Cards which are needed to procure employment in Qatar.
Fragomen helps clients navigate through the complex business visa landscape in Qatar. This includes assessing whether a business visa is required, assisting companies with obtaining authorization to sponsor business visas as well as executing business visa applications. In addition, Fragomen provides strategic solutions for businesses who do not have a presence in Qatar.
We prepare the employer and the assignee prior to the assignee’s departure to maximize the possibility of smooth and timely processing upon arrival in Qatar. We help employers to navigate through the labor quota block visa procedure and assign the block visa to the qualifying employee, when available. We also support the assignee throughout the work and residence processes, including with required medical exams, biometrics and local labor contract procedures. For employees currently in Qatar, we assist in the sponsorship transfer, preparing all the required documents and liaising with all parties involved, including the immigration authorities, to ensure a smooth transfer.
We can help ensure your compliance with Qatari immigration process requirements, by performing initial case assessments and developing tailored immigration solutions specific to each case. We can then deliver comprehensive consultation and advice on next steps for the applicant and your business. As Fragomen is in regular contact with Qatari immigration authorities we are able to provide up-to-date guidance on changes in legislation and procedures to our clients.
We assist companies with identifying the appropriate immigration solution for their employees on short- and long-term assignments, and provide strategic support to help clients remain compliant with all requirements governing Qatar immigration.

Our Document Services Team can help you secure documents from government agencies and law enforcement authorities from a wide range of countries. They take a centralized and proactive approach, utilizing strategic planning to bolster organization and streamline processes for success.

This group provides guidance and immigration support to companies and their employees in anticipation of and during the business visa application process. We also offer a proprietary and entirely unique technology for determining if and when a business visa is appropriate.

M&A, Large Scale Projects, Back to Back Rotational Assignments
With an intensifying regulatory environment, businesses involved in corporate restructuring activities, large scale projects, back-to-back rotational assignments and exports face a unique set of challenges and compliance roadblocks in the cross-border movement of workers. Fragomen provides guidance and support to companies of all sizes on the immigration impact of these complex ventures. We act as a strategic partner to help you execute project needs through compliant—yet practical—immigration solutions.
M&As and Corporate Restructuring
Analysis during mergers and acquisitions (M&A), divestures and other types of corporate restructuring activities are typically focused on the “big-picture” and mitigating financial risks—often overlooking the critical area of immigration compliance. Corporate changes without adequate consideration of immigration impacts can lead to serious repercussions for essential employees and the success of the merger.
Fragomen has been helping businesses navigate the immigration-related aspects of corporate activities for decades. Our due diligence investigations include a thorough immigration status analysis, impact determination and management of necessary immigration activities.
Project Support
Large scale projects around the world often require the simultaneous movement of dozens to hundreds of employees, presenting different challenges based on the number of employees, their roles and credentials, and the countries involved.
We can work closely with you on project undertakings to provide guidance on maintaining compliance with local immigration processes regulations. In partnership with you, we can build custom action plans in line with your priorities and targets, helping you to stay on track and achieve your project goals.
Rotational and Back-to-Back Assignments
The use of short-term assignments such as rotational and multiple or back-to-back assignments continues to rise. In reaction, many countries have tightened their programs and implemented heavy penalties for immigration violations. While helping to control costs and build your global operations, the rapid deployment of employees to foreign countries can create myriad compliance concerns.
We help hundreds of companies around the world manage the immigration risk associated with short-term cross-border travel. We can help you understand the intricacies and challenges, and guide you on proactive strategies for avoiding common pitfalls and incorporating compliance into your overall plan.
